Lowell buys used tractors for city jobs

The city of Lowell purchased its first piece of construction equipment, a tractor for $5,033 dollars with accessories. At the time, Lowell didn’t have any city employee that was skilled to use a tractor/ backhoe, but they were sure they could find a local that would be willing to operate it. There was also mentioning of a Councilman, John Conrad that was soon to retire from the military and they would hire him on for maintenance jobs.
